Step Up Sector

What is Step Up?

Step Up Sector comprises a series of pilots providing flexible up-skilling arrangements for the employed workforce. As such, Step Up fits under the umbrella of the wider Workforce Development Programme and can be accessed by any organisation that is working with an HRD Adviser provided by the Workforce Development Programme.

Who can apply?

To be eligible for Step Up Sector employers must either:

  1. Be a company with employees working in Wales; 
  2. Be a sole trader with a Welsh address trading in Wales;
  3. Be a voluntary sector organisation with employees working in Wales
  4. Be a public sector employer* with employees working in Wales.

*Public sector organisations must demonstrate that training funded by Step Up Sector is in addition to any training that would have occurred anyway and is over and above that which would have been funded from the organisation’s own training or other budgets.

To be eligible for Step Up Sector employees must:

  1. Be employed in Wales (private or public sector*);
  2. Be aged 16 or over;
  3. Not hold qualifications at or above NVQ level 3 or equivalent;
  4. Not be in receipt of any other government funding for the same training;
  5. Not be on any other mainstream employer-based training programme (such as, for example, Foundation Apprenticeship, Modern Apprenticeship or Flexible Provision Apprenticeships). 
  6. Not be voluntary workers unless they are employees on the payroll of the organisation.
